Crawl Nights have remained a net positive for the City of Reno and its businesses for over 20 years through the consistent coordination between City staff and our venues, and it’s essential that we continue holding ourselves to the highest of standards. Communication, coordination and compliance are the key elements we focus on to keep everyone safe on crawl night and also ensure that every venue has a massively successful night at the same time!
IGNORING THESE REQUIREMENTS & REGULATIONS IS NOT AN OPTION
This page outlines what the City of Reno has identified as key requirements for ALL of our venues on every night but ESPECIALLY on CRAWL NIGHTS. Failure to respect the importance of ANY of these regulations can come with steep consequences so make sure you spread this page among all of your staff and contact us immediately if you have any questions.

BE PREPARED FOR COMPLIANCE CHECKS
On crawl night expect a visit from the CSAST Team consisting of members from Code Enforcement, Business Licensing, Reno Police Department and Reno Fire Department. Tips for ensuring a hassle-free check:
- Keep a binder with copies of all your staff’s AA cards that you can hand to the team! Make sure EVERYONE working that night has their card on them as well
- Make sure NOTHING is blocking emergency exits
UNDER-AGE COMPLIANCE
Have staff at the door checking IDs and making sure no one is coming in or going out with ANYTHING in their cup or any other container.
Other compliance checks like “stings,” or compliance checks focused on ensuring people under 21 aren’t allowed in your establishment or being served ARE TO BE EXPECTED! We’ve all worked hard to bring our compliance rates on crawl night very high, so let’s keep that trend going and make sure it’s a successful night for you and everyone involved! It has been mentioned that any underage decoys sent to test compliance will use a valid ID that clearly states their age is under 21 and they will not try to sneak into an establishment but always go through the entrance.
MOST IMPORTANT: OPEN CONTAINER VIOLATIONS & SAFE QUE LINES
All of the following rules and regulations listed on this page are necessary for remaining in compliant on crawl night, but
- Make sure you have your red Open Container Trash Can at your entrance and have anyone coming or going dump any container in the bucket. We do our best to train crawlers to use them!
- Do not allow crawlers to drink in the line entering your establishment
- Manage your que line to enter your establishment. We have provided you with que line posters and you have submitted your line management plans. Let’s make sure to keep patrons safe and not overflowing into any streets
COMMON ISSUES
- If your venue’s Special Use Permit requires you keep your door shut do not prop it open.
- Know what kind of activities you need a cabaret license for (live entertainment like a DJ, even a silent disco!) and make sure you’re not in violation
- If you wish to set up an extra bar you need to go through business licensing or you will be subject to a fine
- Anything outside your special use license and usual activities could require additional permits so when in doubt CALL THE CITY to inquire!
COMPLIANCE BY DEPARTMENT
POLICE DEPARTMENT
Applicable Reno Municipal Codes, which may include, but are not limited to the following:
- Loitering in places where alcoholic beverages are sold.
- Disturbing the peace.
- Blocking the sidewalks.
- Open Containers in Public.
- Nuisances per se defined.
- Saloon keeper allowing minors to remain in an establishment.
- Sale or furnishing of alcoholic beverages to a minor.
- Aiding minors to purchase or procure alcoholic beverages.
- Urinating or defecating in public.
- Towing vehicles parked in tow-away zones.
CODE ENFORCEMENT & BUSINESS LICENSES
- Adequate lighting on the exterior building near customer exits.
- Electrical work done correctly (no extension cords for permanent use, or hanging from the ceiling).
- Sufficient trash service.
- Exterior of the business maintained clean. Please clean up the exterior areas around your business (sidewalks, alleys, parking
- lots, curbs and gutters) of cups and other trash left by participants. (Failure to clean up may result in a citation.)
- Control of queue lines to avoid public nuisances (“must staff the line with security personnel to ensure their customers do not create a public nuisance”). Required by Law: RMC 8.22.090 & IPMC 901.8
- Ensure all employees dealing with alcoholic beverages or security have their Alcohol Awareness certification.
- Provide a visible sign by exits informing patrons it is unlawful to have open containers of alcohol on public property.
- Be properly licensed for each bar in the establishment. (Do not create a portable bar to capitalize on the event without first getting a license for it)
- Be properly licensed for live entertainment/cabaret-type activity.
- Safe scape regulations for package liquor stores.
FIRE DEPARTMENT
- Posted occupancy load not exceeded (be able to produce the current number of occupants).
- Exit doors are unlocked, unobstructed, and properly marked with illuminated exit signs.
- Exit pathways are clear and unobstructed.
- Fire safety systems are fully functional.
- All decorations, curtains, drapes, and wall coverings are fire-resistive.
- Marked fire lanes are clear of vehicles and obstructions
